Abstract
The aim of this study was to analyze the instructional needs for the development of an Individualized English Learning Plan for a kindergarten child who experienced speech delay, create the plan, assess the quality of the plan, and explore the effectiveness of the plan in supporting the child's English language development. This research was a Research and Development (R&D) Design with ADDIE model. The needs analysis incorporated the Organizational Elements Model (OEM) and the Context, Input, Process, and Product (CIPP) Evaluation Model and the instructional development followed the principles of Individualized Educational Program (IEP) and Applied Behavior Analysis (ABA). The participant was one speech-delayed child in kindergarten with attention deficits at TK Dwijendra, Denpasar, Bali who was accompanied by teachers, parents, therapists and experts. Interviews, observations, document review, expert input, performance evaluation and ABA-based progress monitoring were used to collect data. The embedded OEM–CIPP needs analysis revealed a need for individualized needs, a structure for language progression, visual supports, systematic prompting, immediate reinforcement, ongoing progress monitoring, measurable learning outcomes, and collaborative planning. The results suggested that an Individualized English Learning Plan was drawn up and validated by the experts of English language education and special education as Excellent, so it is valid and feasible. The implementation of the intervention over twelve sessions brought about tangible improvements in the child's English language skills, such as in vocabulary production, pronunciation, speech clarity, phrase and sentence production, independent verbal responses and learning participation. This study presents the Integrated English Educational Planning Model (IEEPM) that combines OEM, CIPP, IEP, and ABA into a single instructional development model for the design, implementation, monitoring and evaluation of individualized English instruction for kindergarten children with speech delay in inclusive settings.
