Abstract
Deaf students or those with disabilities are essentially no different from normal students. it is very necessary adapted strategies and effectively use media to support English vocabulary learning for Deaf and Hard-of-Hearing (D/HH) students. This descriptive qualitative research aims to identify the strategies used by teachers in teaching English vocabulary to D/HH students and the challenges faced during the learning process. This study highlights the importance of conducting further research into the development of targeted English teaching strategies designed specifically for students with special needs in SLB diverse educational settings throughout Buleleng Regency, Bali Province. This study was conducted at SLB Negeri 1 Buleleng in the 2024/2025 academic year. The data were collected through interviews with the English teacher and classroom observations, supported by field notes and document analysis. The findings show that the teacher focused on developing vocabulary through sign language as a foundation for learning English among deaf students. Strategies included teaching simple vocabulary, encouraging student independence, using visual media, incorporating gestures and facial expressions, and speaking slowly and clearly while using sign language. Key strategies identified were Visualization, Repetition, Roleplay, Realia, Translation, Mime/Action/Gesture, Explanation, Contrast, Picture/Video Illustration, and Enumeration, which were also applied alongside sign language to support comprehension. However, challenges included the teacher’s limited background in special education, difficulty adjusting to students’ daily sign language, and lack of sufficient teaching materials.
