Abstract

In 21st century education era, the ability of learning and teaching of critical thinking, creativity, communication, and collaboration or known as learning and innovation skills or 4C skills has become the basic fundamental of learning language to helps students’ preparation in the real-life challenges, particularly in rural areas. This study explores the implementation of 21st century skills in English language learning includes strategies, challenges, and mitigations on Ra'as Island, a remote area of East Java, Indonesia. Despite the improvement of digital literacy and technology advancement, rural schools like those on Ra'as Island continue to face significant barriers, including unqualified teachers, limited access to technology due to lack of electricity, and language competencies among students. Through qualitative interviews with three English teachers and direct classroom observations, this research aimed to investigate how 4C skills are applied, the challenges faced, and the mitigation strategies adopted in this challenges of rural context. The findings reveal that while teachers attempt to implement inquiry-based and interactive strategies such as group discussions, role plays, and brainstorming, the overall learning environment remains teacher-centred and faced by contextual limitations. These include a lack of qualified teachers, insufficient access to technology, low student motivation, and limited instructional time and resources.
