Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh dari sumber daya manusia, whistleblowing system, dan bystander effect terhadap kecenderungan kecurangan dalam pengelolaan dana BUMDes. Jenis penelitian ini adalah penelitian kuantitatif. Penelitian ini menggunakan data primer diperoleh dengan kuesioner dengan populasi seluruh BUMDes yang terdaftar di pemerintahan Kabupaten Klungkung antara lain adalah 48 jenis BUMDes. Sampel dari penelitian ini yaitu 28 unit BUMDes. sampel ini ditentukan dengan metode purposive sampling. Adapun responden dari penelitian ini terdiri dari ketua, sekertaris, bendahara dan anggota. Variabel independen yang digunakan dalam penelitian ini yaitu sumber daya manusia, whistleblowing system, dan bystander effect. Hasil penelitian menunjukkan (1) sumber daya manusia berpengaruh negatif terhadap kecenderungan kecurangan dalam pengelolaan dana BUMDes, (2) whistleblowing system berpengaruh negatif terhadap kecenderungan kecurangan dalam pengelolaan dana BUMDes, (3) bystander effect berpengaruh positif terhadap kecenderungan kecurangan dalam pengelolaan dana BUMDes.
