Abstract

This study evaluates the implementation of Chinese foreign cooperation in running school program (CFCRSP) at Fuzhou Vocational and Technical College through the Context, Input, Process, and Product (CIPP) evaluation model. The context evaluation explored Needs Assessment, Stakeholder Analysis, Institutional Goals, and the External Environment to determine congruence with both internal demands and external pressures. The input dimension assessed Resource Availability, Program Design, Partnership Quality, and Planning and Management to evaluate readiness for effective program execution. The process evaluation examined teaching and learning activities, student support services, communication and coordination among stakeholders, and monitoring and feedback mechanisms to understand ongoing implementation dynamics. The product evaluation focused on comprehensive outcomes such as student academic achievement, employment rates, institutional impact, and social and cultural influences. Data were gathered using questionnaires administered to students, teachers, and administrators to ensure broad-ranging perspectives. The CIPP scores indicated varied perceptions: students’ (+ – + +), teachers’ (+ + – +), and administrators’ (+ + + –). These results reveal strong contextual alignment and positive outcomes in some areas, while also highlighting discrepancies in resource allocation and procedural management among stakeholder groups. The interview results reveal that students value the CFCRSP for enhancing intercultural collaboration, communication, and career readiness. Teachers highlight improved student skills, strong institutional support, and better English proficiency, though they note challenges in teaching delivery and cultural adjustment. Administrators acknowledge effective management and coordination but emphasize the need to improve internal teaching quality and expand international perspectives. Overall, the interviews confirm positive stakeholder perceptions while identifying areas for improvement in resources, teaching processes, and institutional outcomes. Given the generally positive assessments of context, process, and product dimensions, it is vital to sustain strengths while addressing areas needing improvement. Continuous alignment of program goals with stakeholder needs, effective execution, and quality outcomes are essential for ongoing success.
