Abstract

This study aimed to identify the characteristics of local culture-based English teaching materials that students need, develop a local culture-based English e-book, evaluate its quality, and examine its potential to support students’ English language learning. This study employed the ADDIE model, with the analysis stage guided by the CIPP Evaluation Model. Participants included students, English lecturers, and the Head of the Hindu Education Department of IAHN-TP Palangka Raya, cultural practitioners, and expert validators. Questionnaires, interviews, document analysis, validation sheets, and tests were utilized to collect the data, which were subsequently analyzed using qualitative and quantitative techniques. The study demonstrated that: (1) Students needed systematically scaffolded teaching materials that addressed their learning needs and reflected their cultural background; (2) the e-book was developed by integrating Batang Haring philosophical values into the Tri Hita Karana framework through the Genre-Based Approach; (3). The e-book achieved very good quality in terms of content, pedagogy, language, and cultural integration; (4). The e-book was found to be potentially effective in supporting students’ English learning. To bridge the existing gap, this study introduces a pedagogical model that blends local culture into General English materials through a genre-based perspective.
